Advance registration required for testifying at legislature

ANNAPOLIS, Md. (AP) — The coronavirus epidemic has made it more difficult for people to sign up speak at hearings in Maryland’s General Assembly or file written testimony.

People previously could travel to Annapolis on the morning of a hearing and sign up to testify.  Now they must use an online system that requires individuals and lobbyists to sign up to speak 48 business hours before the hearing date. The registration period runs from 10 a.m. to 3 p.m.

The executive director of Common Cause Maryland says the time frame is challenging for people who work during the day or for voters with disabilities.
